I seriously doubt the database theory. Bot leagues by all means seem to be simulated just as regular games. Makes -some- sense, as you cannot predict if a human coach might enter the league at some point during season, and it would be strange if you enter a game and need to relagate into a higher league before you can get the real game feeling, still you might argue that some complete leagues - such as 6th division Germany - can easily be ignored during simulating.
As a "middle way", you might postpone pure bot-league simulation to a later point (for example to a point after the release of the boxes for the country), so you do not lose any capacity during regular game times, and you can still benefit from the "hidden reserve" factor of the bot leagues in case a sudden rise of player numbers require adding managers in those lower leagues.
Running a simple check and setting flags on leagues (those to be simulated during "relax times" for the engery) without non-bot teams (so no real coaches affected) wouldnt require that much effort and might easen the calculating amount for the thingy.
