If a player was bought on July 9 will he be eligible for the playoffs?

yes. Players are ineligible for players if they were put on the Transfer list after 9:00a.m. on the 7th. Players stay on the TL for 3 days so players bought after the 10 at 9:00am are ineligible for playoff games.
