I would give priority to a local owner if we have anyone interested that is willing to invest the time and effort required.

I think a local owner would be nice for you only if it is a local owner with experience and time to invest.

You and me know how much difficult is to keep together and talk to players' owners.
Anyone acts in his own way and there are many useful tools to build up (a db, a staff, ...)

If one of the elite guys in Japan stepped forward, and could commit to this, then they'd have my support.
But I'm also amenable to someone outside of Japan doing it who is keen, and willing to put in the necessary time... and would choose them over someone inexperienced or half-hearted about it.

If you will choose a japanese coach I understand it.

If I will be the lucky one I will involve everyone with a staff of japanese users, an active community and sharing my choices. Maybe teaching one of them in my staff to manage a National Team and give him the chance to lead his own NT at the end of my task.
