ive noticed that some players with good passing but low handling doesnt create as much assist as a player with good passing and good handling. is this true?

Well it makes sense that low handling will cause more turnovers so the player will have less opportunities to provide an assist.

good handling means he can kept the ball in hand even under pressure.
So he wouldn't just pass out the ball just to get rite of it.
He can wait for the oppourity to delivery the ball to the scorer.
