Some quick tips that helped me in the basement divisions the last two seasons:
- You only want around 12-14 players on your roster. Either sell or fire six or seven of those players (I would only sell 3 or 4 and fire the rest as you don't want to raise the fees for selling too high at this point)
- Training and selling low potential 19-21 year olds with two "strong" skills in highly desired categories like JS/OD or ID/IS/RB can produce a lot of money with minimal effort if you're lucky.
- If in trouble reduce staff (you probably don't need to spend a lot on PR, and doctors are a luxury unless you have high level trainees) and scouting
- Set your ticket prices lower (particularly upper bowl) and if you have cash invest it in a bigger arena. Buying lots of seats early means they get paid off and start turning a profit earlier.
- Having lots of domestic players DOES make a noticeable difference in merchandise sales in Div 4 and 3.
- Consider going normal/crunch for TV games/games against your rivals to get your survey up if you aren't sure you can beat them.
Basically there are a whole bunch of really small things you can do, not one big thing. It's also important to remember that it's easier to control costs than it is to control income.
edit: I looked at your arena prices and $20 is waaaaaay too much for upper bowl. It seems to me that those seats are the ones most sensitive to ticket prices, and in my first season I went from 85% sold to 100% sold on them by dropping the price by $1 from $10 to $9.
