The suggested position does not say where you should play him, it only indicates what a players strenghts are or the distribution of skills i you like. With enough training in the main skills for the selected position the player would eventually change suggested position, but you are free to choose whatever tactic you like (It would not look so good in team ratings, but as long as it is winning games for you that's what matters). If we should have the choice to manually change position it would be much harder to scout your opponent, and seeing not everyone are expert analysers (me included) I think it is better as it is now. So, to summarize: the suggested position says more about what a players initial skills are than what he may be best suited for.
