how do you change the weekly salaries for like the players and staff?

the staff salaries go up each week, based on what level they are. the player salaries go up at the offseason based on the training they recieved and maybe a couple other things. ( im not sure) but you can not change what you pay them.

You can't. Player salaries change at the beginning/end of each season based on their skills, and staff salaries progressively get higher through the weeks.
