I do remember some people complaining about not wanting managers who can't speak the same language. It was obviously an extremely small minority, but their opinion was taken into consideration. Marin also is pretty bad at making polls: polls should cover different scenarios not just a generic yes or no vote and then people come up with 10 different reasons why they voted one way or another. In the second team poll they should have really had at least 4 options:
- Yes we want a second team in a nation of our choice (not where the main teamis)
- Yes but create a new league for second teams (Utopia)
- No we don't want foreign managers to pollute our leagues
- No we don't want people to have a second team in any case, even if we were to create a specific league for them

For the game as whole fitting second teams in existing nations would have yielded more benefits (even if managers don't speak the language all the leagues would become more competitive and there would be a larger national pool of players as well -NT and U21 teams are huge tool to grow a community).

Here's an idea: make an AI for the bot teams. The only thing the AI would do is invest in the draft, train players and set its lineup. It wouldn't buy any players because I don't think anyone would want to compete with a 100 000 bot teams on the transfer list. The AI wouldn't just train its players randomly; it would focus on its best trainees and tailor the training to the player's position. As well, there could be a salary limit placed on the AIs players. Once players on a bot team surpass a certain salary or TSP, they would be automatically placed on the transfer list, which would provide a steady stream of skilled free agents. The salary limit could be different depending on the bot's division, so that bots in higher divisions would be able to retain higher salary players.

I like the idea of having bot teams do something more then the exact same thing all the time. But I really don't think this is the way to go. Server load for the training update would be drastically increases to.
Yeah I think minor things could be done here. Reallocate players so that the highest division bots have the better players among all bots (in England D3 has bots, in the offseason take all players from D3 and D4 bots and reallocate the best to D3 bots).

Let them use random tactics so they are not a guaranteed guess. Besides several tactics are more efficient than Base Offense. Finally if they could implement something like they have done for 19yo trainees it would not be bad: I can't say for sure but it looks like bots only have up to respectable skills. Allow for strong skills and they will be a slightly better challenge. They will always be at a disadvantage by having a perennial respectable GS anyways.
