Wanted to figure out if its still possible to train for example ,some 27-28 yo. players for some pops here and there.

Depends on what you call significant, since the effectiveness drops each year. At 27-28 you can get a couple of pops (2-4) in a season.

i would focus on players under the age of 25

Yes it is. But it's ineffective.
Try to focus on younger players you have.

I train anyone above Star potential...anyone trainable will get trained, good for bench minutes in Cup matches if fully trained

If you spread training on all your players you are bound to get a team full of players that are not strong enough.
It's better to focus the training on 2-6 players and try to buy for the other positions. That way you get strong players from your training and the same for the rest of your team.

My main goal is to buy a strong SF and add him to the trainees at the same time, further improving his skills even if its considerably slower. Im thinking around ages 25-26, should be reasonable to get some pop right?

Yes no problem at all.
I had a pop on a 31 yo player this season.
