Based on those training times Wingmen would be the best option. All 3 will train JS/JR the same. The way I see it is any additional pops on other skills are just a bonus. Always take the option that will give you the most training. I will say that when I have trained Guards I have had more pops using JS for Guards then JS for Wingman though. If you are training players who can fill the positions for SG/SF than I would use Wingmen but if your SF/PFs foul more while playing SG/SF than I would use JS for Forwards. The same goes for if your Guards foul more playing SF than I would use JS for Guards over JS for Wingmen.

I think JS is tied to height, but someone more knowledgable could confirm. I think passing is the only height neutral skill, if any.
