Since I recieved my team (week ago), there's a text in my draft page: "The scouts are still looking for prospects and writing down rumours about their abilities. They don't have a full list of players yet so please check again later." and doesn't let me scout players. Is it normal?

You can scout players after All Star game. Then you will have the list with players.
